CAMPAIGN FOR SATURATION OF ALL PM KISAN BENEFICIARIES WITH KISAN CREDIT CARDS (KCC)


A Special 15 day drive starting from 8th February, 2020 has been initiated by the Government of India to saturate all PM-KISAN, an income support scheme for all landholder farmer families under Kisan Credit Cards (KCC).
All PM-KISAN beneficiaries are requested to approach the bank branch where they have PM-KISAN  account for issue of KCC  to avail the benefit  of concessional institutional credit. Banks have been instructed to issue KCC within 14 days of receipt of completed application from farmers.
PM-KISAN beneficiaries are auto approved for KCC and require to simply visit the nearest bank branch with a copy of land documents and details of crop sown along with the filled up prescribed one page form for availing the benefit. Those with existing KCC can seek enhancement of limit, if required. Those with inactive KCC may approach the bank branch for activation and sanction of the limit. KCC benefit has now been extended to Animal Husbandry and Fisheries farmers also and farmers can approach the bank for sanction of additional limit.
Charges by banks including the processing, documentation, inspection and ledger folio charges as well as other service charges for KCC loans upto 3 lakhs have been waived off.
All banks have been advised to organize special camps and provide a separate window for accepting the forms and sanction KCC limit within shortest possible time not exceeding 14 days. Officers of line department including Agriculture, Animal Husbandry, Fisheries and Community and Rural Development Department (including Bank Sakhi under NRLM) will facilitate dissemination of awareness among all PM-KISAN beneficiaries and motivate them to visit the bank branch where they have PM-KISAN account for enrollment under KCC.
Bank branches have been advised to prepare list of PM-KISAN beneficiaries who do not have KCC and share the same with Government functionaries of line departments so that they can be approached for availing the KCC benefit. SMSs to all PM-KISAN beneficiaries is being sent from the PM-KISAN  portal to visit the concerned bank branch for getting KCC benefit.
The Government of India has, also, approved exemption of Assam, Meghalaya and Jammu & Kashmir from the requirement of Aadhaar number and Aadhaar seeded database under the Scheme till 31.3.2020 to enable the farmers in these states to continue to avail the benefits of the Scheme. In the meantime these States will complete Aadhaar enrolment so that subsequent installments are released on the basis of Aadhaar seeded data only.
A simplified form of one page devised by IBA has been developed for coverage of PM-KISAN beneficiaries under KCC wherein they have to provide only the copy of land record document and the crop sown and approach the bank branch from where they are drawing PM-KISAN benefit, for issue of KCC  to them (available on www.agricoop.gov.in, www.pmkisan.gov.in and on websites of Scheduled Commercial Banks). Procedure of filling up a simplified form for PM-KISAN beneficiaries through Common Service Centre (CSC) has so been activated and beneficiaries can visit these centres for easy enrollment under KCC.
